SANDY, Utah (ABC 4 News) - A 20-month-old boy is alive and recovering after he nearly drowned at a Sandy apartment complex on Friday.

Witnesses say he was found floating in a hot tub. His face was blue and he wasn't breathing when he was pulled from the water. While some people called 911 others helped the boys mother bring the child back to life.

The incident happened at The Heights apartments on 8970 South Quarry Bend Drive (1000 East) at around noon. Officials and witnesses say the mother took her eyes off her child for just a short time.

Heather Spencer was nearby and heard the mother's cry for help. She jumped into action and began to perform CPR.  "I reallythink he wasn't going to make it. We were going for a really long time." Spencer says the situation was bleek. Something Kami Tressler echoed. "It's a really scary thing to see a boy like that. I was little emotional."

But then the boy began to respond to the CPR. Spencer says "The color started to come back to his face." "I just kept saying to him 'come on baby, come on baby'. I just wanted him to be okay and I really didn't think he would." "He finally started crying and it was the best noise I have ever heard. I was just there praying and I told my friend to start praying."

Everyone, including Tressler who had made the emergency call, felt a wave of relief. They also felt thankful and a bit overwhelmed. "I didn't know if he was going to live. He was not alive when we found him. It was really miraclous."

The little boy was taken to the hospital where he is expected to make a full recovery.
