SALT LAKE CITY (ABC 4 News) - They call him a bad neighbor.
And homeowners at a condomium complex want him to disappear from their lives.
Neighbors claim Martin Blair has made their lives miserable for the past two years.
"I'm terrified I live alone and its been two and a half years of his threats and harrassment," says one neighbor who did not want to be identified. "I'm scared to be living in my own home."
Blair was arrested Wednesday after prosecutors charged him with making terroristic threats.
According to charging documents Blair told a city prosecutor he would "unload an assault rifle into his (neighbor's) chest and then kill himself."
He also told an investigator he "threatened to kill (a police officer)
"There's a lot of worry that he's a ticking time bomb," says Samuel Bell who represents the condo association and a neighbor. "He's made some very violent threats to some of the residents."
He says it's difficult to get someone who actually owns property to be removed.
But Bell says they've filed several civil suits, including stalking and other complaints to get his attention.
"The goal isn't to harrass him its to make him understand that neighbors are serious to stop the harrassement," Bell says. "At a certain point the association can file a lien and foreclose on that lien if he fails to pay the fines.,"
In the meantime, neighbors hope Blair gets the message because they say no one should have to live like this.
"I love my home and i'm scared to death to be here now," says the neighbhor.
